Tools Created to Mod Tekken 7
1.) The Ninja Tool
2.) The Move Set Extractor
I think these same tools work for Tekken 8 not sure? Visit TekkenMods I didn't notice any other mod tool not that I was looking for it since modding Tekken 7. I know there is a tool then a updated version as some mods say works with old or new version but no idea if Tekken 8 has its own tool now. The mods are coming from the same place TekkenMods website and Deviant Art.
1.) Launch this software.
2.) Launch Tekken 7 (Steam PC).
3.) Go to practice mode, press Alt+Tab to minimize Tekken.
4.) Click "Export: Tekken 7: Player 2" on the right side of the extractor.
5.) Click "Import to P1"
Now your player 1 will have the player 2 moves.
A issue is that player 2 will have slightly limited moveset if you also add the moves (if from the list "char extracted" folder) or otherwise, since they are facing the wrong direction. I am pretty sure that taller characters have further reach when using other characters moves in Tekken 7 using the moveset extractor. I tested it out with several characters and seems to be how it is. Some will actually produce particle effects like the Chun-Li mod [
link] if using the (.pak) outfit will make a particle effect happen that using her mod with other characters will not. Devil Kazumi as well.
Some move sets (at least 1 I found) account for this and make a reversed move set pak file also for player 2. Still works using moves sets for P2 as is and you might not notice it for a time but things like downforward R2 won't do Lei Wu Longs Rage and it is only a minimal of missing inputs. Standing on the other side (like doing a grab to end up on the left side of screen) doesn't change anything because it isn't that you're on the right side it is the move set "loaded" into memory as P1 moves who is on the left side of the screen. You can't select and load into practice mode two left side choices I don't think. You can select to play on the right side though, FYI, so now with a inverse char file move set that might be useful I guess. Not sure how importing in the extractor anything "inverse" as in downloading P2 is always appearing to be P1 anyways. So you can't extract inverse move sets. Need to mod it like a custom move set appears but I am not 100%.

These are the two tools created to mod Tekken 7. The software or apps to use to mod Tekken 7. I can't currently find the Ninja Tool.
You can do that but you don't want to unless it is just to swap a character's move set within Tekken 7 from one character to another. It is easy but any advanced modding is complex. You can use created movesets as well. It is actually making unique moves that is complex.
I'd currently suggest for modding Tekken 7 that you just drop costume mods and such things to mod in the mods folder for the Steam PC version called "pak" files in the mods folder and swap characters.
Use the move set extractor mod to swap moves is all. There are a lot of custom moves on tekken mods. com
Anything else is like creating your own video game in complexity unless you really study the tools.
here is a video link explaining the complexity of the Move Set Extractor to make unique moves.
